There's nothing in your link to describe state gun control policies, but those are not the states that come to mind when I think of restrictive or stringent regulation...
Note also that the link isn't specifically about firearms or violence involving firearms - the whole gamut of violent crime is being addressed.

Also population density, I would think. VT has the second fewest people after Wyoming.

Stringent means "strict, precise, and exacting." Alaska one of the most lenienit states.
