honestly, I think there are other factors beyond gun laws, like poverty, gang activity, etc.
Vermont has virtually no gun laws and has a low rate of gun violence- and most of that is suicide. Want to carry openly? No permit needed as long as you're over 16. Same goes for cc.

Also population density, I would think. VT has the second fewest people after Wyoming.
