The government can default on its obligations, which would cause a financial catastrophe. But you're right in that the government will continue to function most of the time. Sometimes a fallen government gets replaced in the midst of a meltdown.

And individuals and corporations have the added protection of filing for bankruptcy. It doesn't always work but for many it does.
