I'm hoping that's the first thing they do in VIRGINIA.
And if you think it's necessary to WAIT FOR THE NEXT CENSUS before you can redraw the House ridings, that's not necessarily true. Remember that the State Republicans in Texas, for purely partisan purposes, re-drew the Texas Congressional boundaries in between census years by lobbying the Department of Justice. The DoJ was run by Republicans at the time, and they (naturally) agreed; and that's how they crafted a 'permanent' Republican majority in Texas.
However, if a State government can lobby the DoJ to re-draw boundaries in between census years for partisan purposes during a Republican Administration, surely Democratic State governments can ask to UNDO This. Especially if they lobby the DoJ to let them re-draw congressional boundaries in a non-partisan way. ie-say "if you let us do this, we'll let the boundaries be re-drawn by a COMPUTER, rather than a bunch of partisan hacks." Or, "We claim that the current house boundaries have been drawn according to partisan interests. If you let us re-draw them, we'll allow the new boundaries to be re-drawn by a panel of non-partisan judges who are not affiliated with any political party." or something like that.
