(46,436 posts)Article 8, that the resources of Alaska are to be managed for the benefit of all Alaskans, not corporations or private entities. So, for instance, in Lower 48 states that aren't owner states, the oil companies have to negotiate with individual land owners for leases, etc. Here they have to negotiate with the state on behalf of all the citizens. So basically we all own the oil here and it's the state's responsibility to watch out for our interests, not the interests of Big Oil.
This is how we get a permanent fund dividend. A certain amount of the revenues received from the resource are invested in various ways, and then we are paid dividends from the interest on those investments. It's quite socialistic, really.
Here's the relevant constitutional language:

It is the policy of the State to encourage the settlement of its land and the development of its resources by making them available for maximum use consistent with the public interest.

§ 3. Common Use

§ 4. Sustained Yield
Fish, forests, wildlife, grasslands, and all other replenishable resources belonging to the State shall be utilized, developed, and maintained on the sustained yield principle, subject to preferences among beneficial uses.

There's more, but you get the idea.
Former governors, Wally Hickel, Jay Hammond, etc., gave the owner state concept a great deal of weight. Sean Parnell's loyalties lie with the oil companies ... he is more inclined to think of Alaska as the "owned state." Especially, owned by Big Oil and every other multinational extraction corporation that wants to take a bite out of our pie. He'd be happy to just give it to them.
