You would think that police training would make one better able to deal with the sorts of stresses involved in the job. Although I'm not sure a 12 lb dog should qualify as stress.

There needs to be a far more effective set of punishments for dealing with police who cross the line. I think much like the cases of sexual assault in the military, cases of police misconduct need to be taken out of the hands of police to investigate.
