SAFFE stands for "San Antonians for a Fear Free Environment". (Ironic, isn't it???!!) These officers are assigned to specific neighborhoods and are supposed to be available for residents to call should there by problems in the neighborhood. The program is designed to prevent problems between neighbors, etc.

I know this because I live in one of the neighborhoods where he was assigned. As far as I know, he did a very good job as SAFFE officer, but hearing this about him made me sick to my stomach. He could very well have been using his authority to intimidate young women in the neighborhood.

According to another news report that I've seen, another woman reported Neal back in September for the same thing, but then failed to cooperate with the investigation.

Chief McManus has his detractors, but I (as a resident of San Antonio) am a big fan. He doesn't put up with much bull shit.
