Perhaps i'm a bit jaded, but I believe this kind of stuff goes on every single day for nearly every single dollar spent by the government. Nothing whatsoever happens without someone paying a political price. Perhaps that price is an endorsement, or support on a vote for something, or public support for someone else's agenda. It could be anything.

There are always other projects in other districts that are in need of similar funding, and whoever offers a better "payment" to the decision maker gets the funding.
