Despite the Libertarian types the Republicans for the most part are obsessed with the idea that the public can't be trusted to do the right thing. They feel that civilization is fragile and mankind will revert to savagery any minute. Further, they feel SOME PEOPLE are closer to savagery already and their veneer of being "civilized" is thinner.
