Good:
Grand Jury investigates, and from the evidence indicts or not (and from what's public so far, "not" is gonna be hard to justify)

Bad:
State's Attorney presents awful case to grand jury, deliberately sabotaging it and thus getting the cops off the hook for not arresting the guy.
