incumbent Mike Honda has some of the highest liberal ratings in all of Congress. However, district-shopper Ro Khanna, a prodigious fundraiser from $ilicon Valley types, has targeted him in the fall. This is made possible by our new open primary system, in which all candidates of all parties run on the June ballot, and the top two face off in November. In a traditional party primary, Khanna would have little chance. But here, it is certain he finishes ahead of the repuke, then draws lots of repuke votes in the fall.
