36. I've only heard of one case where a virus did this. None where direct hacking.

It's plausible, but highly unlikely.

They sound crazy because the "CIA is after me" is common for people with a mental sickness. A part of their brain is off-kilter, making them paranoid. If the CIA really hacked someone, they wouldn't leave behind an easily identifiable trail. That's assuming this isn't just an excuse for someone that wants to escape consequences for what they've done.
