Sometimes they are referring to that small minority who think that everyone should be armed at all times and the government should have no involvement or even oversight of firearm related issues, and sometimes they are just broad-brushing all gun owners.

Most often, the phrase "gun nut" seems to just refer to anyone who doesn't agree with the poster's idea of what "reasonable firearm laws" are.
