6. Greenwald realized what the effect would be of that Putin apologia by Snowden.

It says more that Greenwald issued this pre-emptive tweet than what the tweet actually says.

This apologia of Russian surveillance of their people is extremely damaging to Snowden and debunks the idea that his motives were to expose a states' surveillance of its people.

Snowden clearly doesn't care about that in the case of Russia.

The question then becomes, if he only seems to care about it happening in the US and is an apologist for it in Russia, what was his true motivation? Was the data even real?

Or, is it as simple as Snowden hates the US or Obama or both and wanted to hurt the US and make Russia look good?
