I've been wondering if that was the sole goal all along.

I suspect that this was Putin's plan:

  • Take Crimea then, when the rest of the world starts complaining, stir up unrest elsewhere in the Ukraine raising fears of a repeat of Crimea.
  • Back down under international pressure and leave the rest of the Ukraine.
  • World leaders can tell their constituents "we succeeded". The rest of the world breathes a sigh of relief.
  • Meanwhile, Russia gets to keep Crimea.

    It's diabolically clever.
