Yes it applies as a general protection of privacy for the individual from the government. However, the 4A also expresses the inherent right which we all have to privacy. Yes the NSA is specifically prohibited by the Fourth Amendment from examining and collecting your private information. The 4A exists because we all have the right to expect that everyone will respect our privacy. This is why many laws exist and many criminal convictions verdicts regarding non-governmental wire-tapping, eavesdropping and other privacy invasions are rendered.
