consider/treat APPLICANTS as tax exempt orgs and AUTOMATICALLY grant them tax exempt status while their applications are reviewed by the IRS. IF the application is still UNDER REVIEW by the IRS when the Org. has to file its first tax return (April 15th?), the Org. is granted tax exemption, HOWEVER, they are NOT granted the PRIVACY afforded to 501(c) 4 on their donation records. These groups have to make their donation records PUBLIC. And THAT is really what is behind this phony issue. These groups and the GOP would HAVE YOU BELIEVE these poor groups were DENIED tax exemption but they were not and NEVER were. THEY WERE DENIED PRIVACY, that's all.
