Nice try at dog whistle racism by combining that "less to do with them being black" phrase but then ending with "a lot of these kids come from awful families and are not raised correctly and are problem youths." I wouldn't have alerted if the last sentence wasn't included, because the last sentence is pretty much the same argument used by Thomas Sowell http://www.jewishworldreview.com/cols/sowell041911.php3

Sorry. This is over-the-top, insensitive, bigoted, and also echoes right wing propagandists like Sowell. Remember, racists have done an excellent job repackaging their bigotry for polite society, from Reagan making a speech about "states' rights" in Mississippi, to Newt Gingrich's "food stamp president" quip about Obama.
