As the article states, this nothing but an "election year messaging campaign" intended to deceive less savvy voters. This is nothing more than GOP propaganda, and despite their newest sloganeering, Republicans will never offer any healthcare plan because their base will tear them limb from limb as traitors to the party orthodoxy and brand them as 'socialists'.
