This conflict between Israel and Palestine did not begin with rockets, Israel walls Palestinians into a cramped area, does not allow them to have an airport or a seaport within their own borders, they limit the amount of food that can go in and how much Palestinians are allowed to eat. A nation is allowed to protect their own borders, they are not allowed to imprison a people within their borders and prevent them from leaving even if by air or sea.
