France is not as upwardly mobile as the United States. Social strata are more rigid. People don't starve and they receive education and health care, but making it into the upper middle class is harder than here. Much of it relies on inter-personal relationships developed over generations. If you are a relatively new immigrant and know few people who will give you an opportunity, it's hard. If you are an immigrant who doesn't feel like assimilating, hangs out only with members of your faith or ethnicity, speaks mainly in your native language and doesn't feel he/she should have to learn excellent French, it becomes next to impossible to get a good job or enjoy a good situation.
