Any system is only as secure as the people who have access to it. And all too fallible humans have to have access to systems simply to be able to fix code, or rewrite it to add new things, which means that some generic people out there have access to everything. No matter how draconian the penalties, somebody, somewhere is going to be tempted into doing things you don't want with your data if you allow it to get out. I hate all of these 'cloud apps' and machines that are connected to the net by default.
