I'm thinking he's taking a moderate position on immigration, a popular issue among FL hispanics that's costing the GOP dearly, but everywhere else he's hardcore GOP.

This is the same trap laid by the Pauls... find a popular issue to appear moderate on, in order to appeal to single-issue voters. One can agree with them on that issue, but before fully embracing them best to examine the whole picture.
