A bunch of people are going to be pissed off no matter what he does.

Civilians are never required to salute anyone at any time, but they also are in no way prohibited from doing so - the rules about how, when, where, and whom to salute apply only to military personnel, and civilians are not bound by them at all. I think it's bad form for the President to salute, since he's a civilian. Better that he acknowledge them with a nod of the head or a verbal greeting.
