Only for presidential appointments. Every piece of legislation can be filibustered, but I doubt very seriously any "Democrat" would actually use it.. Maybe one of the Independents like Sanders but even that I doubt. Republicans will ramrod their energy bills through and dare the President to veto them. They want nothing more than to export all our resources so their masters can reap the rewards.. There will be nothing positive done on alternate energy, and many regulations on coal and oil will be rendered useless along with the Dodd/Frank Bill. It will be interesting. I predict the Dow will be below 10000 before the Presidential election and they will try and blame Obama for it's collapse.
