Or, it was the intention of the Republicans to create an enemy so they could claim to be the tough guy heroes that will save us and make Obama look weak.

So that would mean McCain was simply the face of the Republican Party. A former presidential candidate and veteran so he's beyond prosecution in The Beltway and the Republicans could fall back on McCain's reputation of being a slightly mental old man acting alone if it ever came out.
