Freedom of speech is a fundamental concept, with a core concept of "You can't restrict speech based on its content." I don't see how you can't also be "pro-Israel" while supporting that concept. It's not that Harper supports Nazism - he just doesn't believe in restricting speech based on content.
For the record, many nations opposing Israel do not have true freedom of speech. One can be tried and sentenced (in some cases with death) for "crimes" like blasphemy.
