The state is a direct cause of these riots. No one is absolved from their individual actions. But, the state asked for this, set it up and created it.

This is the culmination of oppression and injustice and police militarization. The state is a cause, but that is not the same as saying they are solely responsible. This is complicated and nuanced stuff. Good luck.
