28. I'm not a policy wonk, so I'm going to give you a layperson's impression.

I think there are multiple budgetary bills before the House at any given moment in time. In the interest of reducing the budget deficit, this bill proposes to cut government food assistance over a 10-year period, including immediately kicking 280,000 kids off the rolls of the free school lunch program. However, there are other ways to reduce the deficit, such as a bill that would increase taxes on millionaires.

Net-net: Republicans don't really care about reducing the deficit. Or they care less about hungry children than they care about reducing the deficit while leaving richy-riches untouched.
