or that the rules for money-raising allow unlimited donations to the person being recalled.

The reality is that Walker is going to dominate the media across the next 5 weeks. I don't expect the actual persuasive value of that advertising to change many voters positions, which have seemed very steady over the past year.

What is likely about to happen is a carpet bombing of the media. The one-sided dominance of that campaign will be intended to discourage democratic turnout.
