Lobbying, travel expenses, certain gifts, publishing, communications equipment (everyone gets an iPad mini!) and pages of other costs are permitted here.

And these might justifiably include hiring local doctors or construction people to help a target audience, but also might be paying for lavish dinners and accommodations.

Government employees are typically limited in their expenses, categorically and in terms of cost, ie hotel not to exceed $150/night, meals under $30, but not foundations.

I'm astounded by the size of the Clinton Foundation. The budget is the size of a small nation, larger than the GDP of Palau, Marshall Islands, Falklands, or Micronesia.
