NJ police have not the greatest relationships with the non-white community, there are state trooper roads (one is rte 7 I know best) where only non-whites are stopped. I say non-white because I have Indian friends who get stopped on 78 and they just stay cool and wait it out and never never speed. Although I have not heard any torture or murder stories since the 70's, so maybe things are better here.
