Let's not diminish what she did. She authorized crimes against humanity, presumably for political expedience since none of the democrats who voted against the IWR ever suffered any discernible consequences for it. Wars of aggression are not just "mistakes." That's like saying "Oops, I helped kill a million innocent civilians. Better luck next time!"
