13. It was a procedural vote, it is not dead

TPA is not dead.

McConnell can try again... after a lot of arm twisting... or he can let it die from lack of trying. But not making it though this procedural vote does it mean it is already dead.

(I watch way too much CSPAN, and City Council and Board of Supervisors, I admit, at times Sacramento too)
