eta: don't despair, this was just fast-tracking authority that was voted down, not the TPP itself. And McConnell and Reid are promising another vote (like "Benghazi!" they'll keep trying until they get it. Don't fear on that score, this was just a momentary setback so third-way dems could cover their asses.)
