California they tell you up front their purpose is to reintegrate into the family. Law enforcement isn't even a part of the equation. Trouble is, with young children, the most likely targets, aren't believed, and even if they are, they won't be placed elsewhere because the family (or offending spouse) will sue or raise a stink, or whatever.

This is why so many people are surprised. It wouldn't have made it to this point with the Duggars had they not been so public and hypocritical. It was hidden once, and it's been expunged now, but the internet is not quite so forgiving.
