If you want to discuss policy try taking a controversial stand on it, or outlining a controversial aspect of it.
Or try a poll. Everyone loves polls. If you design it right, you can get depth. Really. For example, if you had limited funds and the option to only do a few things with them, suggest the possibilities and see what people think.
Policy is simply not sexy, and sexy sells. It is the reality of America and DU is not immune.
One other thing to know. There are always people who read without writing. So your post is probably reaching people and getting some thought from them, even if they don't respond.
As for foreign news, that was never the intent of DU. DU was founded by a group of people in the US who were disheartened when W. Bush won his first election. It is a distinctly US board, with some readership from other countries. To want an non-US content, well, it would be better to start a "group".
Policy overwhelms me. I usually need it watered down. However, I sign petitions when I have enough information to make an informed decision. I think you can get that from people. And again, maybe 1% will thoroughly read you say. And of that 1%, some will take action. If you keep your expectations low, they will be rewarded.
