Without further evidence I'd be more inclined to believe she's just fallen down/backwards onto the ground and her head hit him in the junk-region. Perhaps pushed aside by the policeman.

Especially since ... who would press his junk against a minors head with a cop and four witnesses standing there? Nobody is THAT freaking stupid.

On the off-chance that he did do what you're insinuating, though, he should be charged with lewd conduct for sure.
