36. How are job add like this legal?

What I don't get is how certain job adds are even legal. I just did a quick search on indeed for "H1B" in my area and here is a small sample of what came up. How can they say the are specify that they want OPT candidates? Is that not excluding US citizens. I really hate this stuff:
