To be refugee resettlement places and have welcomed refugees since 1989. So, in this largely white town, there are refugees. Note the mayor in 1989 was Sanders until April. He almost certainly started this.
An elementary school in Burlington has a total of 41 languages that are the first language of its students. The school system has far more diversity than the census numbers would suggest.
