understand why. She's smart. She's pragmatic. She has a POV but she works with everyone under our big tent. She's superbly capable. She knows the House rules better than anyone.
And it sounds, to me, that she refused to vote count and order her delegation to "get in line." At least not without a "robust highway bill" to sweeten the pot...
That, to me, is genius. Here's the bottom line--the guy in the WH, and I like him just fine, too, FWIW, isn't running for election every couple of years. Nancy's caucus IS. Each one of them knows how their constituents feel about this issue...or they are starting to get a sense of it.
She figures this is going to be an agenda item for a bit, and she wants her peeps to do the best thing for their own survival, not twist arms, make deals, cut bargains, and hope it all shakes out. If deals are going to be cut, she's going to cut them. Stoops to conquer!!
