I have noticed a shift in the word. It does not mean necessarily what you and I think of the term. Willing to give the op the benefit of the doubt due to those at times long conversations with folks half my age.

Let's just say the word is shifting to mean something not entirely what the dictionary says it does. It comes to mean roughly what we are seeing with the MSM. Essentially coverage to hide and manipulate. And if you think about it, sort of that is one definition.

That said, if the word is starting to shift, like Gay did, will not be clear for another ten to fifteen years.

The first time it was quite grating by the way. It took me asking for clarification, but I have heard it a few times to realize that is happening. So if this is a young person, it might be a usage issue.

That said, yup, the tinfoil it was a false flag is alive and well...in the usual places. In fact, I gotta go to one of them now that this young man admitted the goal of this massacre.
