They faked the gas station's camera footage?
They faked the surveillance tapes of the suspects talking about building them?

Sounds like a whole lot of people, and technology, and time, and effort, in on a conspiracy.

If they wanted to plant shit, drugs are easier, have no trace records, and don't require months of setup with hundreds of co-conspirators at phone companies, gas stations, etc.
