15. While I hear what you are saying. Police and prosecutors are elected on

the local level. The only way that will change is voting. I personally think that they also need to find black people who can and will run for election.

There are a lot of things that can be done in other ways. But as long as the present governing structure is hiring and controlling the justice system things are not going to change.

So yes they need to vote. The people who stood in long lines for hours to elect President Obama understood that.
