A project within a program turning over CIA covert activities to the Saudis to avoid oversight (interference) by other parts of the US Government. See, http://journals.democraticunderground.com/leveymg/280

So was Whitewater (a distraction from the wholesale looting of S&Ls by Bush confederates and their bin Mahfouz/bin Laden business partners), Filegate (Hillary's BCCI billing records at Rose), and what the late Gary Webb described as, The Dark Alliance (Mena Airport was just one terminal for the spook-Mafia network).
