To effectively reduce straw purchases, every gun would have to be registered to the owner and every sale (including private sales) would have to be like an automotive title trasfer. Owners must report the loss or theft of a gun, or be held criminally liable when that gun is uded in a crime by someone else.
If the above was universally applied & enforced, I believe obtaining guns would be much more difficult for criminals.
