Powell said that it's not one person that is elected, it's an entire philosophy. He went on to say that he wants to hear what Romney has to say now that all the primary junk is out of the way. Powell also listed some items that he wasn't happy about regarding Obama. One being that Guantanamo was still open.
It sounded to me that Powell is now a democrat, but isn't admitting to it and is being cautious.
