Mitt's great-grandfather moved his wives to Mexico to avoid arrest after the Edmunds Act was passed, stripping U.S. polygamists of their rights to vote or hold public office (but not of citizenship per se). Mitt's grandparents, who married monogamously, were born there, and so was Mitt's father. In 1912, the grandparents fled the Mexican Revolution for the U.S. and settled in Michigan, where Mitt was born and his father became governor.
While Mitt is definitely a U.S. citizen by virtue of being born on US soil (and I'm presuming that his mother was a US citizen), his father became one only through marriage. But if he was technically in the country illegally, then Michigan definitely an illegal immigrant as a governor.
