But I could be wrong. I don't think it is a town name (like my home town of Cocoa Beach, which is a barrier island miles off the coast, and entirely separate from the town of Cocoa, which is on the mainland). I think Cape Hatteras beach -- if it was used with a lower case b as you typed it -- would refer to any of the Cape Hatteras beaches.
