as far as there being a beach at the lighthouse at Hatteras...there might be but mostly it is a rocky area that a lot of surfers used to love.

The outer banks was also a shooting gallery for German U-Boats around WWII I think they sunk like 800 merchant ships. The Germans were amazed that there were not blackout requirements on land, they could surface and have a smoke while shooting at the silhouettes.
